Universities got the opportunity to create educational and industrial complexes
Russian President Vladimir Putin signed the Federal Law “On Amendments to Articles 27 and 28 of the Federal Law “On Education in the Russian Federation”. The law allows universities and colleges to create in their structure educational and production complexes for students. Educational and production complexes at the university can be created to organize the practical activities of students, provide temporary work for students and graduates, as well as produce goods and provide services using the material and technical base of organizations in the profile of their educational programs.
The law enshrined the right of universities and colleges to promote the employment of their graduates and undergraduates in the educational organizations themselves. We are talking about structural units created for practical and scientific work, creative and other activities, as well as business entities that implement and apply the results of intellectual activity.
RUSSIAN FEDERATION FEDERAL LAW ON AMENDING ARTICLES 27 AND 28 OF THE FEDERAL LAW “ON EDUCATION IN THE RUSSIAN FEDERATION” adopted by the State Duma on November 8, 2022, approved by the Federation Council on November 16, 2022 basic vocational educational programs, basic vocational training programs, additional professional programs, providing temporary work to students and graduates, as well as the production of goods, the performance of work and the provision of services using the material and technical base of such organizations in the profile of the educational programs they implement.”; Educational organizations that implement basic professional educational programs have the right to assist in the employment of persons who are mastering or have completed the development of these educational programs, including in structural units created by such organizations for the practical training of students, the implementation of experimental design work, the implementation of scientific, creative and other activities, in economic companies and economic partnerships, whose activities consist in the practical application (implementation) of the results of intellectual activity, the founders (participants) of which are such organizations.
Article 27 An educational organization may have in its structure various structural units that ensure the implementation of educational activities, taking into account the level, type and focus of educational programs being implemented, the form of education and the mode of stay of students (branches, representative offices, departments, faculties, institutes, centers, departments, preparatory departments and courses, scientific research, methodological and teaching departments, laboratories, design bureaus, training and production complexes, training and training workshops, clinics, training and experimental farms, training grounds, training bases for practice, training and demonstration centers, educational theaters, exhibition halls, training circus arenas, training dance and opera studios, training concert halls, art and creative workshops, libraries, museums, sports clubs, student sports clubs, school sports clubs, hostels, boarding schools, psychological and social-pedagogical agogical services that provide social adaptation and rehabilitation of students in need of it, and other structural units provided for by local regulations of the educational organization). Training and production complexes are created in educational organizations in order to organize practical training for students in basic professional educational programs, basic programs, providing temporary work to students and graduates, as well as the production of goods, the performance of work and the provision of services using the material and technical base of such organizations in the profile of their educational programs.
