KBSU student won the All-Russian Research Paper Competition

Fatima Shugusheva, a fourth-year student in the Jurisprudence program at the Institute of Law, Economics, and Finance at Kabardino-Balkarian State University named after Kh.M. Berbekov, won the federal stage of the annual All-Russian V.P. Chichkanov Research Paper Competition.

The competition was organized by the Federal Bailiff Service jointly with the All-Russian State University of Justice (RPA of the Ministry of Justice of Russia). It traditionally brings together young researchers from across the country who have dedicated their work to the history, development, and current activities of the institution of bailiffs in Russia and abroad. The event is named after Valery Pavlovich Chichkanov, who for many years headed the Public Council under the Federal Bailiff Service of Russia.

Following the regional selections, the best papers were presented at the federal level, where an expert jury selected the overall winners.

Fatima Shugusheva won first place in the «History of the Development of the Institution of Bailiffs in Russia» category. Her research, «The Formation and Evolution of Judicial Enforcement Agencies in the Kabardino-Balkarian ASSR (1922–1991): Regional Specifics and Challenges of the Soviet Period,» received high praise from the academic community. The student prepared her work under the supervision of Violeta Kharzinova, PhD, Associate Professor of the Department of Criminal Law, Procedure, and Forensic Science.

The study focuses on the formation and development of the judicial enforcement system in the Kabardino-Balkarian ASSR during the Soviet period. The author analyzed the relationship between the all-Union judicial reform and the development of local executive power, paying particular attention to regional specifics. The work demonstrates how socioeconomic conditions, the multinational composition of the population, and cultural characteristics of the republic influenced the practice of judicial enforcement, identifying the characteristic challenges of the era and mechanisms for overcoming them.

The competition named after V.P. Chichkanov is recognized as a key platform for supporting young legal scholars. Their victories at the national level demonstrate not only the students’ profound theoretical preparation but also their ability to propose practical solutions for improving the work of the Federal Bailiff Service.
