Housing certificates can be obtained by young scientists and teachers

The Ministry of Science and Higher Education of the Russian Federation begins collecting documents from applicants for housing certificates in 2024. Starting this year, in addition to young scientists, teachers of universities and scientific organizations of any departmental affiliation can count on social support. The corresponding decree was signed by the Prime Minister of the Russian Federation Mikhail Mishustin, after which the Russian Ministry of Education and Science developed a mechanism for young scientists to submit documents to receive certificates. Now, from 2024, young researchers and teachers who work in universities and institutes not only subordinated to the Ministry of Science and Higher Education of the Russian Federation, but also to other federal departments, as well as the Government of the Russian Federation, will be able to improve their living conditions.

The Ministry of Education and Science of Russia will issue state housing certificates, taking into account the effectiveness of the scientific activities of applicants. The assessment methodology has been developed and will be published in the near future.

Today, the state pays special attention to attracting young people to science and creating comfortable conditions for them. Moreover, this is one of the three tasks of the Decade of Science and Technology, which started last year. And such a support measure as housing certificates for young researchers has already become a good help in this work. Only in 2022 and 2023, 388 people were able to receive state support to improve their living conditions,

According to the rules, in order to qualify for a certificate, a young scientist or teacher must: be a citizen of the Russian Federation; have at least 5 years of work experience in a university or scientific organization; either be a candidate of science up to the age of 35 inclusive, or a doctor of science up to the age of 40 inclusive; be recognized as needing better living conditions at the place of work.

Depending on the region of residence of the applicant, the calculation of the cost of a housing certificate is based on the size of the total area of \u200b\u200b the dwelling of 33 square meters. m and the average market value of 1 sq. m, approved by the Ministry of Construction of Russia.
