This holiday is the youngest in the Russian calendar, it was established by order of the Minister of Science and Higher Education of the Russian Federation Valery Falkov in the Year of Science and Technology and will henceforth be celebrated on November 19 — the birthday of the founder of Moscow State University, a prominent Russian scientist Mikhail Lomonosov.
