Adaptation of Foreign Citizens Discussed at KBSU

An educational lecture was held at the Kabardino-Balkarian State University named after Kh.M. Berbekov (KBSU), as part of the Strategy for the State National Policy of the Russian Federation through 2036. Approved by the Decree of the President of the Russian Federation of November 25, 2025, this Strategy is a key strategic planning document for ensuring the country’s national security, in which the sociocultural adaptation of foreign citizens is considered one of the key areas.

The event, which took place on June 2, was organized at the KBSU Testing Center for Foreign Citizens and Stateless Persons in close collaboration with the Ministry of Nationalities and Public Projects of the Kabardino-Balkarian Republic. The target audience for the meeting were foreign citizens from Central Asian countries.

Marianna Kushkhova, Head of the Testing Center, delivered the welcoming remarks and introduction. She emphasized the importance of proficiency in Russian, knowledge of Russian history, and the fundamentals of Russian legislation. The speaker also covered the nuances of passing the comprehensive exam and the current procedure for obtaining permits.

Anzor Dzasezhev, Head of the Department for Work with Compatriots Abroad and Sociocultural Adaptation of Foreign Citizens at the Ministry of Ethnic Affairs and Public Projects of the Kabardino-Balkarian Republic, provided the participants with a detailed overview of migration and labor laws. He explained the fundamentals of legal and cultural behavior in Russian society.

Usama Pshikhachev, a representative of the Spiritual Administration of Muslims of the Kabardino-Balkarian Republic, spoke about the organization’s activities and encouraged the audience to develop critical thinking when studying religious information online. He emphasized the need to carefully evaluate the reliability and validity of any publications, seeking information only from official religious and educational institutions.

Akhmed Pshikhachev, a combat veteran and deputy head of the Kabardino-Balkarian branch of the state fund for supporting participants in the «Defenders of the Fatherland» special military operations, spoke to foreign citizens about the possibility of obtaining Russian citizenship through a simplified procedure by signing a military service contract. He also detailed the state support measures, guarantees, and benefits available to participants in the special military operation and their families.

The university has been systematically working in this area and has proven highly effective. Since the beginning of 2026 alone, 26 such lectures have been held at KBSU, aimed at assisting foreign citizens and stateless persons in successfully adapting to Russia. Classes are held regularly, reaching over 70 people weekly.
