December 14, 2022 at the Kabardino-Balkarian State University named after H.M. Berbekov passed a single lesson «Human Rights in the Context of Modern Realities», timed to coincide with the International Human Rights Day. The meeting was initiated by the Commissioner for Human Rights in the KBR and the Department of Civil Law and Process of the Institute of Law, Economics and Finance of the KBSU. The conversation was attended by the head of the office of the Commissioner for Human Rights of the KBR — the head of the department Magomed Miziev, the director of the IPEiF KBSU Elena Mashukova, the senior lecturer of the department of civil law and process of the KBSU Alla Lityagina, the assistant professor of the department of civil law and the process of the IPEiF KBSU Azamat Zhugov, students of the law direction of the university.

«International Human Rights Day is celebrated annually on December 10th. The date was not chosen by chance. On December 10, 1948, the UN General Assembly adopted the Universal Declaration of Human Rights — an international act on human rights, which proclaimed a range of basic civil, political, social, economic and cultural human rights and freedoms. Since 2017, on the initiative of the Commissioner for Human Rights of the Russian Federation, Tatyana Moskalkova, with the support of the Ministry of Education of the Russian Federation, a Unified Lesson on Human Rights has been held with the aim of legal education and the development of legal culture among young people. For 5 years, more than 35 million students and pupils of Russian schools have taken part in this event,” — Magomed Miziev noted, addressing future lawyers, and explained:

“The Institute of the Commissioner for Human Rights in the KBR was established in 2007. But the protection of human rights is not only the work of the Ombudsman. To one degree or another, any state body among its tasks and functions has as a mandatory protection of human rights. The Institute of the Commissioner for Human Rights in the Russian Federation and in the constituent entities of the Russian Federation is a body that provides additional protection of human rights. The Ombudsman is a member of all collegiate advisory bodies under the head of the republic, under the Government, participates in all meetings of the Parliament, where relevant laws are developed and adopted. His comments are always taken into account. In the last two years, we have been working very closely with the Legal Clinic of the KBSU, we have twice held joint receptions of citizens. The plan is to adopt an agreement on cooperation between the institution of the Commissioner for Human Rights in the KBR and the Legal Clinic of the KBSU. Alla Lityagina told how human rights are protected during the NWO, noting that Kabardino-Balkaria and the Commissioner for Human Rights in the KBR do not stand aside from the events taking place in the world and the country.

Since February 2022, human rights activities have been carried out taking into account the events related to the special military operation conducted by the Russian Federation. In the KBR, on behalf of the head of the republic, an operational headquarters has been created and is working to organize, accommodate and support citizens who were forced to leave their places of residence in the DPR, LPR and Ukraine, which includes the Commissioner for Human Rights in the KBR. The number of such persons who arrived in the KBR today is 999 people, of which 228 are children, 455 women and 316 men. Taking into account the fact that these persons need assistance, including legal assistance, the Commissioner and employees of his office, together with the Kabardino-Balkarian regional branch of the Association of Lawyers of Russia and the Legal Clinic of the KBSU, held educational events and the campaign «A single day for the provision of free legal assistance for persons forced to leave the territories of the DNR, LNR and Ukraine”. The Commissioner for Human Rights and employees of his office provide specific possible assistance, including financial assistance, to the indicated persons who find themselves in a difficult life situation, — said the senior teacher of the IPEiF KBSU.

Azamat Zhugov spoke about the Universal Declaration of Human Rights, about the rule of law as a democratic state, where the rule of law, the rule of law, the equality of all before the law and an independent court are ensured.

Addressing the student audience, the teacher expressed concern about their worldview:

«Looking at our youth, I often think that they are watching, reading, what they believe and what I, as a mentor, can give to young people who are called to create the future of our country. What we plant in their hearts determines what grows there. According to Azamat Zhugov, every person is to some extent authorized for human rights. The main thing is not to be indifferent, in other words, to be responsible for what is happening around us. Now there are a lot of different sources of information, seemingly critical, but at the same time misleading people. Azamat Zhugov urged students to be critical, not to take everything on faith. We should always be focused on what we can do good, — Azamat Zhugov is sure. Summing up the results of the meeting, the head of the IPEiF KBSU drew the students’ attention to the fact that they are the most active part of society, as it happened historically.

«Don’t be naive, don’t accept everything at face value, you have a surplus of information, and you must develop internal immunity and reject from yourself the information that you do not need. This is related to your studies, and to your personal life, and to your development as a person. Therefore, we urge you to take the books. I assure you that in the classics you will not find any calls for violence, crime. There is good common sense in every classic work. And remember that we are all commissioners for human rights in miniature», — Elena Mashukova recommended to the children.
