A meeting of the federal educational and methodological association SPPO was held on the basis of KBSU

October 26, 2022 on the basis of the Kabardino-Balkarian State University named after H.M. Berbekov held an expanded meeting of the federal educational and methodological association of secondary vocational education in the enlarged group of specialties 44.00.00 «Education and Pedagogical Sciences».

Representatives of pedagogical colleges of the North Caucasus Federal District gathered in the Elbrus Educational and Scientific Complex of the KBSU to discuss the issues of updating the content and technologies of teacher education based on the updated Federal State Educational Standards of secondary vocational education and introducing the main approaches and provisions of the «Core of Secondary Vocational Pedagogical Education» into the practice of educational organizations. FUMO members who did not have the opportunity to participate in the discussion in person could do so remotely.

Opening the meeting, the chairman of the federal educational and methodological association «Education and Pedagogical Sciences», which oversees pedagogical colleges, the director of the Volgograd Social and Pedagogical College, Alexander Kalinin, said:

«The pedagogical community of colleges has always been distinguished by well-coordinated and professional work. I am sure that today’s expanded meeting of the FUMO will be one of the steps to improve the implementation of the programs of our group of specialties in secondary vocational education.”

Alexander Sergeevich also thanked the leadership of KBSU in the person of acting. Rector Yuri Altudov, for his efforts aimed at ensuring that the Pedagogical College of KBSU occupies a high position in the secondary vocational education system. And the director of the pedagogical college — Fatima Ashabokova and her friendly team, the chairman of FUMO thanked for the excellent organization of the forum. “Pedagogical college as part of a classical university is a rarity. And in my opinion, the staff of the Pedagogical College of KBSU consists of professionals of the highest level,” — said Alexander Kalinin.

Achemez Mokaev, Deputy Minister of Education and Science of the KBR, who took part in the meeting, called the topics brought up for discussion «extremely important» for the Kabardino-Balkarian Republic.

Now we see a big imbalance in the need and training of teaching staff. In a number of educational institutions there is a significant shortage of them. In particular, there is a shortage of teachers in computer science, physics, chemistry, and biology. The program of today’s meeting is extremely important, because it may seem to us that the algorithms that we are using now are optimal for solving these problems, or perhaps colleagues from the subjects or from the federal center have other recommendations or more effective approaches. And in this regard, we hope and expect that the discussion that will take place here, at the KBSU site, will give significant positive results for us,” — explained the Deputy Minister of Education and Science of the KBR.

Dmitry Kovalev, Vice-Rector of the Institute for the Development of Vocational Education, made a report on state policy and the main vectors of development of secondary vocational education at the present stage, noting that the demand for teaching professions is growing and it is very important to fill the system with high-quality teaching staff who will be able to solve emerging new challenges, new tasks.

“Among the main vectors for the development of secondary vocational education, I would single out, first of all, professionalism — a direction as a trend, which is the flagship of the vocational education system. The goal of professionalism is a comprehensive restructuring of the vocational education system through an industry-specific approach to personnel training, as well as a transition to financing the result, rather than the learning process. The 44th enlarged group of specialties is an element of the prototype of what we will build into professionalism, that is, the core of the cluster.

In fact, this is a prototype of those changes that will affect the entire system according to all federal state standards that have entered the profession. It is important for us to build the pedagogical process in such a way that it fits into the tasks of those educational organizations where our students, future employees, will perform their labor operations, so the key challenge for us is to adjust to their tasks, their requests,” — explained Dmitry Kovalev.

In continuation to the above, Irina Kazakova, head of the center for the content of the quality assessment of SVE of the Institute for the Development of Vocational Education, recalled that one of the key tasks of professionalism is interaction with employers who must participate in the system of training specialists together with colleges, form their requests for programs, management, etc. .d. Alexander Kalinin reported on the introduction of unified approaches to the training of pedagogical personnel, the so-called “Core of secondary vocational pedagogical education”, in the work of educational organizations in the 2022-2023 academic year:

“In April, the Ministry of Education of the Russian Federation decided to introduce an innovative education. We are talking about the fact that in the curricula of each pedagogical specialty there will be a certain invariable part. And this invariable part should guarantee the highest level of teacher training. Those. we must standardize those subjects, approaches, content, which should ensure the same high level of training of pedagogical specialists at the level of secondary vocational education, regardless of whether they study at a classical university or at a pedagogical college in a remote region, where, perhaps, pedagogical education is not so strong developed, but everywhere a graduate must leave with a high level of training. This is the purpose of the implementation of the FSSS core.”

Natalia Orlova, Deputy Director of the Kazan Pedagogical College, and Galina Voiteleva, Associate Professor of the Department of Theory and Methods of Primary and Preschool Education at the State Humanitarian and Technological University, spoke about the design of the educational process, taking into account the approximate main professional program in the specialties «Preschool Education» and «Teaching in Primary School».

The second part of the meeting was held in the format of a panel discussion with a discussion of topical issues of the practice of secondary vocational teacher education. College leaders from different regions generally approved the introduction of the “Core of Secondary Vocational Pedagogical Education” and the “Project Activity” trend into the educational process, because this gives a new look and new guidelines for the development of the SSVE system as a whole. On October 28, a closed session of FUMO was held at the Boiling Point of KBSU.

Members of the FUMO in full-time and remote format took part in a discussion on such issues as the introduction of entrance tests for admission to pedagogical specialties from the new academic year 2023/24; demonstration exam as a form of state final certification; modern approaches to the organization of educational work with students and the preparation of a future teacher for teaching children with special educational needs. The proposals of the session participants will be taken into account when developing methodological recommendations for conducting the admission campaign in 2023.
