Release date: 18.07.2025

A regional forum of the Russian Center for the Circulation of Rights to the Results of Creative Activity (RCIS) “Intellectual Property: the Basis of an Innovative and Creative Economy” was held at the Kabardino-Balkarian State University named after Kh.M. Berbekov. The forum was dedicated to providing creative industries and technology companies with the necessary tools for the effective protection, defense and monetization of intellectual property in the modern digital era.

Emphasizing the importance of the forum, First Deputy Chairman of the Government of the Kabardino-Balkarian Republic Sergey Govorov noted that the RCIS and the Kabardino-Balkarian Republic have signed a cooperation agreement, within the framework of which it is planned to digitalize the intellectual property sphere at the regional level with the provision of the Kabardino-Balkarian Republic with access to digital services, such as depository, intellectual rights exchange and franchise designer. And with reliable mechanisms for the protection of intellectual rights, enterprises will be able to use their developments, patents and copyrights as an attractive economic asset.

The Minister of Economic Development of Kabardino-Balkaria, Boris Rakhaev, pointed out the significant economic effect of the competent use of intellectual property. The annual loss of the country’s income due to ineffective management of such resources is about 5% of GDP. The republic sets ambitious goals to increase the volume of gross regional product to 700 billion rubles.

To implement this global task, Kabardino-Balkaria intends to increase labor productivity, increase the share of manufacturing industries and introduce new digital technologies.

To help IT organizations that will eventually bring new high-tech services to the market, the leadership of Kabardino-Balkaria will build an industrial and technical park of creative industries in Nalchik. A site next to KBSU has been designated for part of the facility.

At the opening of the forum, KBSU Vice-Rector Murat Gukepshokov noted that since 2014, the university has had a technology and innovation support center, which is an authorized representative of the Federal Institute of Industrial Property (Rospatent) in the KBR. It was created with the aim of increasing the innovative potential in the region. Any inventions are immediately registered as property rights. In addition, a technology transfer office has been created at KBSU to commercialize developments.

Deputy Chairperson of the Russian Center for the Circulation of Rights to the Results of Creative Activity Irina Yakovleva noted the importance of registering copyrights and the commercial value of innovative products, explaining that many regional businesses are losing profits due to insufficient legal awareness and lack of experience in protecting intellectual assets.

According to the expert, it is necessary to form the intellectual capital of the region, turning recognizable brands of Kabardino-Balkaria, such as national cuisine and Elbrus, into attractive digital assets that generate real income and create new jobs:

“In Moscow or any large city, they know where the famous frog with pasta or the most delicious khychins in the country are prepared. I’m not even talking about Elbrus, which annually attracts hundreds of thousands of tourists from all over the world. These brands should be monetized and bring in real money, which will improve the well-being of a significant part of the republic’s population and create new jobs.»

The Russian Center for the Circulation of Rights to the Results of Creative Activity, for its part, is ready to provide digital support to creative industries. Irina Yakovleva recommended that local entrepreneurs and the scientific community of Kabardino-Balkaria quickly formalize the ownership of their creative ideas, developments, and even culinary recipes.

«I came up with a new dish and told everyone about it. And tomorrow they will cook it in another restaurant. As a result, I will be left with nothing. Therefore, it is very important to obtain rights to this intellectual property using modern digital tools,» Irina Yakovleva gave an example.

At the panel discussion, the chairman of the Kabardino-Balkarian Republican branch of the All-Russian public organization of small and medium-sized businesses «OPORA RUSSIA» Albert Kilchukov called on colleagues not only to invent themselves, but also to learn to navigate the patent markets, learn to protect and properly promote their invention.

Nikita Sogrin, head of the legal expert and analytical department of the RCIS, spoke about the creative and innovative industry – the generator of intellectual property. He explained to the audience how to create, identify and properly protect objects.

Leading experts, scientists, entrepreneurs and government officials exchanged experiences in using intellectual property in business and shared effective methods of protecting it.

The forum participants also learned why blockchain is ideal for confirming intellectual rights, how to profitably distribute to get your rights to a creative product without resorting to the help of lawyers and intermediaries, what steps to take to scale the business, and much more. The experts also answered the most interesting questions that listeners asked in the chatbot or directly during the events.
