KBSU — Uzbekistan: academic mobility in the field of medical education
Kabardino-Balkarian State University named after H. M. Berbekov held an online seminar «International academic mobility: prospects for cooperation.» Representatives of medical departments of KBSU and 8 medical universities of the Republic of Uzbekistan discussed the possibilities of academic mobility for the purpose of obtaining education, advanced training and scientific and educational activities of students and faculty.
«On behalf of the 20,000-strong staff of KBSU, whose 90th anniversary is celebrated in 2022, let me greet our distinguished colleagues from the Republic of Uzbekistan and express the hope that today’s meeting will mark the beginning of the expansion and deepening of our relations in the field of education and science», — KBSU Vice-Rector for Development and External Relations Hussein Kushkhov opened the meeting.
Head of the Main Department for Attestation and State Accreditation of Educational Institutions of the State Inspectorate for Supervision of the Quality of Education under the Cabinet of Ministers of the Republic of Uzbekistan Asliddin Adilov and Head of the Department for Attestation of Educational Institutions of Secondary Specialized Vocational Education Tukhtamish Azizov said that Uzbekistan has a great interest in Russian education.
«Today, the Republic of Uzbekistan is actively reforming all systems, including the healthcare system, and medical education is one of the priorities. We are trying to introduce foreign experience, including student and pedagogical mobility. I am sure that the discussion platform will be useful and mutually beneficial for our republics in terms of concluding agreements on cooperation and exchange of experience and introducing a credit-modular training system», — said Shukhrat Boymuradov, Vice-Rector for Academic Affairs of the Tashkent Medical Academy.
Head of the Department of Strategic Programs and Projects of KBSU Ramazan Ligidov informed about the possibilities of cooperation in the field of international mobility of scientific and pedagogical workers and the exchange of educational content. He stressed that in the context of growing globalization, national systems of education and science are becoming more open to the world and contacts with foreign partners. The Bologna Declaration became a stimulating factor in the development of international relations. The Bologna Declaration defines the objectives of academic mobility to promote the development of academic mobility through the implementation of freedom of movement for scientific personnel, timely and full access to educational institutions, their knowledge-intensive base and relevant educational services for scientific personnel, recognition and confirmation of periods spent by scientific personnel in European countries, for the purpose of scientific research, teaching and retraining.
«Academic mobility can be short-term, long-term. By areas of activity, four types of academic mobility can be distinguished: these are educational mobility — movement for the purpose of obtaining education; mobility for advanced training; scientific (research) mobility; teaching mobility. We are considering the possibility of developing our relations and further cooperation in all areas», — said Ramazan Ligidov.
The directions of education of the medical faculty of KBSU were presented to the participants of the seminar by the deputy dean of the medical faculty Aishat Achabaeva: «Today, the medical faculty of KBSU, which turned 50 last year, implements educational programs of higher education in 4 areas of the specialty: «Medicine», «Pediatrics», «Pharmacy», «Medical and preventive work»; in programs for training highly qualified personnel in residency — 32 specialties, in graduate school — 15 specialties, 1 specialty in surgery in doctoral studies. In total, almost 3,700 people study at the Faculty of Medicine».
Director of the Institute of Dentistry and Maxillofacial Surgery Doctor of Medical Sciences, Professor Magomet Mustafayev informed the meeting participants about the unit entrusted to him, noting that long-standing friendly relations are connected with Uzbekistan.
«We have contractual obligations on cooperation with the Tashkent State Dental Institute, colleagues from Tashkent participate in the annual international forums «Top of the Caucasus», in the Olympiads. We also have a contractual relationship with the Samarkand State Medical Institute,” — said Magomet Mustafayev. He also said that in the IS&CHF created in 2018, the educational process is carried out at three levels of higher education: specialist, residency, and postgraduate studies. The entire educational process is under audio-visual control. The development of manual skills takes place in the accreditation and simulation center. Now 1206 people study at the institute, 254 of them are foreign students. After the presentation of the medical areas of KBSU, university staff answered a number of questions from colleagues from Uzbekistan.
Faculty of Education of the Tashkent Academy Barno Khalmatova noted that in order for a student to be academically mobile, the same training program is needed. What if the programmes is different? Zarema Nakhusheva, director of the Center for New Educational Technologies at KBSU, commented: «As for exchange modules and network programs, we can make matching modules. It is not necessary for us that our educational programs completely coincide, it is enough that the modules that we exchange coincide. In the same way, academic mobility can be done through internships. If we send a student to an internship, then the topic and goals of the internship must match». Feruza Salomova, Dean of the Faculty of Preventive Medicine and Public Health of the Tashkent Medical Academy, asked if the medical faculty of KBSU was preparing in the direction of “Medical and preventive work”.
«The first enrollment in this area at KBSU is planned for 2022», — explained Aishat Achabaeva. Vice-rector of the Tashkent Medical Academy Shukhrat Boymuradov asked the director of the Institute of Chemistry and Chemistry of the KBSU, who can enter the specialty «Plastic Surgery». Magomet Mustafayev replied that the direction of «Plastic Surgery» is being implemented as part of the program for training highly qualified personnel in residency and admission to this specialty is possible with a higher education (specialist in one of the specialties: «General Medicine», «Pediatrics»). To the question of whether it is possible to use the electronic platforms of KBSU for online learning, Zarema Nakhusheva answered that this is possible if there is a bilateral agreement. In conclusion, the parties thanked each other for a fruitful conversation and expressed their hope for further close cooperation. As Ramazan Ligidov noted, all presentations and contacts will be sent for review to medical universities of the Republic of Uzbekistan.
