One of the highlights of the All-Russian Youth Ecological Forum “Ecosystem. Reserved Land” in Kamchatka was a meeting with Russian President Vladimir Putin on September 5. Only 20 authors of the most significant youth environmental initiatives were invited to the meeting, among which was the head of the department of ecology and nature management of the security department of the Kabardino-Balkarian State University named after H.M. Berbekov Asker Shibzukhov. Young eco-leaders from different regions of the country were able to talk about their projects, ask questions and get support for the implementation of new ideas.

At the meeting, Asker Shibzukhov asked the head of state to take control over the development of waste disposal standards and spoke about the current extended producer responsibility model, which is ineffective and non-transparent due to the lack of digital registers of participants in the entire system, as well as outdated calculations of eco-fee rates. “The essential question is: how to attract the manufacturer to be responsible not only for the quality of the product, but also for the disposal of the packaging of this product? And how to involve the commercial sector in the creation of all the necessary infrastructure for the separate collection and processing of waste?” — Asker Shibzukhov asked.

“The legal framework will be strengthened. In principle, the meaning is that the respective manufacturer must either destroy, dispose of what he has produced (meaning used packaging), or pay taxes in order for the state to do this. A state-owned Ecological Operator has been created, which is also involved in this,» — Vladimir Putin said.

All-Russian Youth Ecological Forum “Ecosystem. Reserved Land” was held in Kamchatka from August 29 to September 5. About 100 experts took part in the educational program, and the All-Russian Youth Ecological Forum “Ecosystem. Reserved Land” brought together more than 450 young ecologists from 85 regions of the country on the peninsula. About 4,000 more people participated in the event online. Young environmentalists became participants in educational tracks: “Knowledge. Ecology» in partnership with the organization Russian society «Knowledge»; «Ecology starts with you» in partnership with ANO «National Priorities» and ANO «Russia — a Land of Opportunities», as well as «Circular Economy and Ecology of Territories» together with the general environmental partner of the PPK «REO» Forum, in which an employee of KBSU participated Asker Shibzukhov.

“We are very pleased that the state has created such a platform as Ecosystem. This is a great opportunity for communication of ecologists from all over Russia. Only by joining forces, we will be able to leave our planet green,” — said Asker Zaurbekovich.

17 eco-projects out of 80 submitted passed a rigorous expert selection and received serious financial support — a total of more than 10 million rubles. Among the best projects: the construction of eco-paths, waste recycling campaigns, the development of eco-tourism in the regions of the country, and others. They will be implemented in 13 constituent entities of the Russian Federation by the end of next year.
