Effective Managing

January 26 in the Kabardino-Balkarian State University named after H.M. Berbekov hosted a seminar «Effective Municipal Management» of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.

About a hundred middle managers and specialists from municipalities of the republic took part in the working session of the RANEPA, organized by the Administration of the Head of the KBR. Welcoming speech to them was addressed by the Acting Head of the CBD, Kazbek Kokov, noting that the welfare of the region and the authority of the government depend on the level of competence of municipal specialists working directly with people on the ground, therefore seminars of this kind will be held regularly in the republic.

The high significance of the educational programs of the RANEPA for the improvement of municipal management was noted in the welcoming speech by the acting president. Rector of KBSU Hussein Kushkhov, the relevance of advanced training in this area is emphasized, in particular, by the heightened interest in relevant educational programs in the state university.

The program of the working session was divided into three sections on strategic planning of regional development, project management technology and improving the personal effectiveness of the manager.

Moderators of the meeting: Anna Orlyanskaya, Director of the Higher School of Public Administration of the North Caucasus Institute-Branch of RANEPA, Vera Chernyaeva, Director of the School of Business and Development SKRI-F RANEPA, Alexander Danish, Director of the Project Office SKI-F, RANEPA, and other representatives of the Academy are experts in the field of state, municipal government and the rights.

“The workshop is designed so that participants have the opportunity to see and analyze the problems of municipalities in general and as managers in particular, ask the experts questions, work out their project initiatives at the training. Upon completion of the work, the participants will offer 100-day proposals on the goals of municipal policy . Another important task of the meeting is to organize inter-district cooperation, constructive communication of municipal specialists on specific issues of concern. And according to the results, we will make an analytical note for regional executive authorities with information on the needs and capabilities of local managers,” — said the coordinator of the seminar, director of the Higher School of Public Administration of the North Caucasus Institute-Branch of RANEPA Anna Orlyanskaya.
During the lecture work and interactive trainings, the workshop participants received up-to-date information on the federal regulatory framework in the field of municipal management, methodological recommendations on project management and the effective use of resources provided to municipalities, and also studied basic personnel management techniques.

The Head of the Administration of the CBD Head, Mukhamed Kodzokov, noted the qualitatively new format of the seminar and assured that the innovations will be implemented in the system of municipal administration of the republic.

“We plan to form a working group that will identify the best municipal practices, after which inter-district internships will be organized so that state municipal employees can learn from this experience and implement it in their municipalities,” — said Mukhamed Kodzokov.
After summarizing the work, the seminar participants were given certificates of passing the “Effective Municipal Management” session and an invitation to other interactive training programs of the RANEPA.
