Business agreements between Russian universities reached at the conference of Rosakkredagentstvo at EUNK KBSU
June 26 at the Elbrus educational and scientific complex of the Kabardino-Balkarian State University named after H. M. Berbekov hosted a conference with international participation «Quality assurance of higher education in Russia in the new decade», organized at the initiative of the National Accreditation Agency for Education (Rosakkredagentstvo).
The conference was attended by the heads of leading Russian universities, international quality assurance agencies in higher education AAQ (Switzerland), FIBAА (Germany), ANQA (Armenia), IQAA and IAAR (Kazakhstan), representatives of state bodies of Belarus and Uzbekistan. In connection with the restrictions imposed in the Russian Federation related to the prevention of the spread of coronavirus infection, foreign experts took part in the forum using remote technologies.
Acting Rector of KBSU Yuri Altudov addressed the conference participants with a welcoming speech:
“On behalf of the team of thousands of Kabardino-Balkarian State University, I would like to welcome the participants of such a representative forum. I hope the wonderful weather and your mood will allow you to carry out productive work and will be charged with the positive energy of these places for a long time.
The topic of the conference itself is of great importance for the education system. We hope to get answers to many questions regarding the standardization of the quality of higher education, to study the best practices that are in demand in Russia and abroad.
I would also like to express the hope that such forums will acquire a systemic character and this will also form the basis for understanding the development and modernization of the higher education system in Russia.

The subject of attention at the conference was the issues of quality assurance and diversity of forms of higher education provision, models of external quality assessment of higher education in different countries, ensuring their comparability, as well as the experience of passing external quality assessment procedures by Russian universities.
Director of Rosakkredagenstvo — Lemka Sultanovna noted that before the conference, which was held in two sections («Models of external assessment of the quality of higher education», «Passage of the procedure for recognizing the level of activity of an educational organization to the criteria and requirements of international organizations by Russian universities. Legal mechanisms for recognizing foreign qualifications» and » Features of the work of external experts ”), there is a high goal — to show different models of external quality assessment in the European space, so that the universities of the Russian Federation have the opportunity to familiarize themselves with various practices of international accreditation agencies, to choose for themselves those that are preferable to them.
“All this is very important, because the world has long become cross-border, students and graduates want to move, teachers also want to get new experience, use different tools, work at different sites. This is very important for the entire educational community.
The high mission of universities is to prepare a specialist who will be in demand not only in the national labor market, but who will also be able to safely get a job, or continue his education at a different level, both within his country and anywhere in the world. Our graduate must understand that the competencies, the knowledge that he received in his alma mater will allow him to integrate into the world community, — emphasized Lemka Izmailova.
We also have more practical tasks at the conference. The fact is that in all national projects that are being implemented in the Russian Federation, in all their subprograms, there are such indicators of the effectiveness of the university as international accreditation, academic mobility, the competitiveness of the university, and this is determined by international recognition.
And, of course, our task is to show our international partners, colleagues, that Russia is its advanced ideas, not limited to Moscow and St. Petersburg. Unfortunately, the world community does not know Russia well, so we want to show that the quality of Russian education is equally successful and stable and meets the needs of students anywhere in the Russian Federation.
Because our educational standard is the same for the entire educational space — in Kaliningrad, the Elbrus region in the Far East or beyond the Arctic Circle, we must provide our students with the same high quality of education everywhere, ”the head of Rosakkredagenstvo emphasized.
A significant part of industry conferences is the establishment of business, mutually beneficial contacts. A number of interuniversity agreements were also established at the Rosakkredagenstvo forum.
“Through the interaction of the Sklifosovsky Institute, we found points of contact with the Kabardino-Balkarian State University,” said the head of the training center of the N.V. Sklifosovsky Olesya Mikita. — “Yuri Kambulatovich spoke about several interesting programs that are being implemented for your students, and we have planned a joint program for the prevention of professional burnout specifically for medical specialties and, probably, from the beginning of the new academic year, we will launch such a program with the participation of our scientists, expert psychologists from the group that is doing this research. Now we are discussing how this project can be implemented jointly.
During our visit, we managed to visit the simulation educational center, simulation accreditation centers of KBSU, where your students and residents undergo primary accreditation and primary specialized accreditation. It should be noted that there are highly professional staff working there. And we agreed to a reciprocal meeting at the Personnel Center of the Moscow City Health Department to exchange experience and consider the prospects for cooperation.
And, of course, in terms of the topic of prevention of professional burnout, the conditions of the Elbrus educational and scientific complex are also interesting. Between the heads of the KBSU and the training center of the N.V. Sklifosovsky Research Institute for Emergency Medicine, an agreement was reached on a number of mutual visits in order to get acquainted in detail with educational programs, infrastructure, clinical bases of universities and to develop joint scientific and educational programs, within the framework of joint cooperation.
