An algorithm for countering extremism among young people was proposed at KBSU

December 7, 2022 at the Kabardino-Balkarian State University named after H.M. Berbekov held a scientific-practical conference «Systemic approach in the implementation of the prevention of radical behavior of young people.» The conference is the final event of the socially significant project «Improving the system for the prevention of terrorism and extremism, countering their ideology among the youth», implemented by the Department of Theory and History of State and Law of the KBSU. The forum was attended by representatives of authorities, municipalities, educational institutions of the KBR, as well as teachers and students of KBSU. Opening the meeting, acting Murat Gukepshokov, Vice-Rector for Personnel and Organizational and Legal Affairs, said:

«The topic of preventing terrorism and extremism today sounds more acute than ever. Today we have seen with our own eyes the manifestation of this phenomenon in the world. Our country has a lot of work to do to build a solid foundation for future generations based on our rich Russian culture and history. I would like to note that the Institute of Law, Economics and Finance has a good base to resolve such issues. Our scientists have made a huge contribution to the development of solutions to the problem of countering extremism and terrorism, let’s hope they will find their application.»

Commenting on the goals of the conference, Elena Mashukova, director of the IPEiF KBSU, noted:

«We, lawyers, have recently accepted with satisfaction the fact that significant amendments have been made to the Law on Education, which is the central source of legal regulation of relations in the field of education. The main one, in my opinion, is that now education is understood primarily as upbringing and only in the second place as the provision of educational services. Some time ago, the concept of education was secondary. Today’s topic falls into the outline of the educational process. As a result of considering today’s topic, we hope that our guys will develop a culture of rejection of manifestations of terrorism and extremism. This rejection should be taken as a natural state. And of course, in the future, when they realize themselves in the field of jurisprudence, being practitioners, they will also show this rejection and, in turn, set an appropriate example for future generations.»

Elena Mashukova also indicated an enduring interest in the topic of the conference and expressed her gratitude to the head of the Department of Theory and History of State and Law of the KBSU Murat Dyshekov as the curator of the project. Words of support for the project of the Department of Theory and History of State and Law of the KBSU came from the lips of the Deputy Minister for Youth Affairs of the KBR Artur Akhmetov, the Deputy Minister of Sports of the KBR Zaur Khezhev, the priest of the Cathedral of St. Mary Magdalene Equal-to-the-Apostles in Nalchik Konstantin Osipov.

In their reports, the conference participants highlighted the current problems of countering the ideology of extremism and terrorism in modern conditions, named the main causes of youth extremism in modern Russia and ways to neutralize it, including through legal education, shared their experience in countering the recruiting activities of international extremist-terrorist organizations on the Internet and prevention of extremism among the youth (on the example of KBSU).

As a result of the conference, recommendations were developed on the formation of an algorithm for the prevention of radical behavior of young people in the Kabardino-Balkarian Republic (a matrix for constructing relevant programs in the Republic): in the region in this direction. The implementation of such events requires a cumulative, well-coordinated work of representatives of the expert community of the Kabardino-Balkarian Republic, which may include specialists in the field of education, science, state, regional, municipal government, local government, representatives of public organizations, associations and the media. As a specific tool for the implementation of this kind of integrated research and analytical work, the creation of independent research centers is considered. Work on prevention, that is, on preventing the emergence of any form of manifestation of radicalism among young people, is expressed in interaction with youth associations, studying and working with subcultures, legal education of young people and specialists working with them at all levels of the educational process, including preschool, school, secondary special, additional, higher, advanced training and retraining, with the involvement of public organizations, including human rights organizations of the Kabardino-Balkarian Republic, in the process. In addition, the prevention of extremism and terrorism among the youth contributes to the activation of the processes of youth self-organization.

In order to stop the already existing extremist manifestations among young people, measures are envisaged to improve and develop regulations in this direction; structuring the work of law enforcement agencies, taking into account the specifics of the subject and object of extremist actions (youth), with the obligatory involvement of human rights and public organizations in the mechanisms of their interaction, guaranteeing the legal protection of all participants and parties of interaction; the creation of specialized independent bodies and organizations to regulate the aforementioned legal processes, for example, such as the ATC of the KBR, which will take into account the results of activities to identify and prevent extremism and terrorism among young people.
